So I've thrown together a Rakdos style'd deck, it's mediocre. I doubt they will have what it takes without splashing a third color.
But Azorius has some great potential by itself. Now three colored decks run great and work, but theres a few issues that just makes 2 colored run smoother *unless green is involved*. With being fed up to becoming prey to bloodmoon and mana issues, I wrote up this list. Theres been three or four versions, but this one stood out the most.

I played vs. a beginners Orzhova Deck, and the Spawn brokers really shined, trading either the bombshell for just about any creature and cutting out a third of their life, or trading a Pilloried Dragon for just about anything else.
Problems? Mana. The accelleration isn't there. Perhaps 4 Signets. And Compulsive, although powerful, perhaps isn't the most cost effective, as 2 mana is always needed to be set aside for counters...

I have been trying to figure out a way to get Spawnbroker and Sky Swallower into the same deck, and make it work. I figure, if you can somehow get the 'swallower to your opponent, you are just one Otherworldly Journey away from the win...
I suppose your deck is simply a more sane version of that idea... *laugh*
Gift of Estates, maybe?

And what about Transreliquat? And Sakashima? Bombshell + Clone + Sakashima + Transreliquat + Sky Swallower = BOOM!! But, that's a path well worn.
My personal favorite would be along the lines of Arbiter + Spelltithe. Throw in Supression Field, Defense Grid, and Ghostly Prison for good measure. Whip Tongue said it best: “We’ve managed to keep the goblins in their assigned areas, but there’s little we can do about the smell.”

*These (Azorius Guildmage/Windreaver) are open for debate. They are here, oddly enough, for their talents. However, either could become useful in a drawn out fight. I chose to start with Guildmage because she seems simply far more flexible in the deck as an early game denial-monger than the late game swing of Windreaver.
